According to the concept, the main goals of the state policy to reduce the harmful use of alcohol are prevention of alcohol abuse; fighting illegal production and sale of alcoholic beverages; prevention of abuse of strong alcoholic beverages; strengthening of regulation of the market of alcoholic beverages. The committee members believe that guiding principles of the convention are founded on the "priority of protection of public life and health from the economic interests of the participants of the alcohol market."
The concept was drafted in line with the Global Strategy to Reduce the Harmful Use of Alcohol (including Low-Alcoholic Beverages and Beer) ratified by the World Health Organization in 2010. The concept considers the universal principles and norms of international law on public health. People?s Deputies believe that implementation of the concept will reduce consumption of alcohol (including low-alcoholic beverages), improve the demographic situation, prolong working capacity of the people, reduce the rate of deaths caused by alcohol abuse, reduce the divorce rate and homelessness of children, and promote healthy lifestyle among the youth.
